Payments Federal Share And Maintenance Of Effort Requirements
Subject to appropriations provided pursuant to section 9123 of this title , the Director shall pay to each State library administrative agency having a State plan approved under section 9134 of this title the Federal share of the cost of the activities described in the State plan.
The Federal share shall be 66 percent.
The non-Federal share of payments shall be provided from non-Federal, State, or local sources.
Maintenance of effort
The amount otherwise payable to a State for a fiscal year pursuant to an allotment under this part shall be reduced if the level of State expenditures, as described in paragraph , for the previous fiscal year is less than the average of the total of such expenditures for the 3 fiscal years preceding that previous fiscal year. The amount of the reduction in the allotment for any fiscal year shall be equal to the allotment multiplied by a fraction
the numerator of which is the result obtained by subtracting the level of such State expenditures for the fiscal year for which the determination is made, from the average of the total level of such State expenditures for the 3 fiscal years preceding the fiscal year for which the determination is made and
the denominator of which is the average of the total level of such State expenditures for the 3 fiscal years preceding the fiscal year for which the determination is made.

Diane Frankel : prior to leading the agency through its transition to include federal library as well as museum programs, Frankel served as director of the Institute of Museum Services.
Robert S. Martin : preceding his position at IMLS, Martin was a professor and interim director of the School of Library and Information Studies at Texas Woman’s University. He also served as Director and Librarian of the Texas State Library and Archives Commission. He articulated the convergence of new media in lifelong learning at the beginning of the millennium at the 21st Century Learners Conference in November, 2001.
Anne-Imelda Radice : she previously served as chief of staff for the U.S. Department of Education and as curator in the Office of the Architect of the Capitol. She earned a bachelor’s degree from Wheaton College in Norton, Massachusetts a master’s degree from Villa Schifanoia Graduate School of Fine Arts in Florence, Italy a second masterâs from American University in Washington, D.C. and a Ph.D. from the University of North Carolina at Chapel Hill.
Susan H. Hildreth : she began her career as a branch librarian at the Edison Township Library in New Jersey, where she was president of the Public Library Association. She has also been the city librarian in Seattle and state librarian of California. In addition, Hildreth was deputy director of San Francisco Public Library.
Library Receives An Institute Of Museum And Library Services American Rescue Plan Grant
Glen Ellyn Public Library has received an Institute of Museum and Library Services American Rescue Plan Grant to purchase a Wi-Fi-enabled outreach vehicle. As pillars of our communities, libraries and museums bring people together by providing important programs, services, and collections. These institutions are trusted spaces where people can learn, explore and grow, said IMLS Director Crosby Kemper. IMLS is proud to support their initiatives through our grants as they educate and enhance their communities.
The Glen Ellyn Public Library Anywhere project is focused on helping the Village of Glen Ellyn bring essential services to those adversely affected by COVID-19 and to make connections between the library and the community. The library will purchase a Wi-Fi-enabled outreach vehicle to provide access to our programs, services, and technology at senior centers, schools, parks, and other community locations, said Dawn Bussey, Glen Ellyn Public Library Executive Director. The van will also help the library build relationships in order to better understand the needs of its remote members and incorporate their voice within strategic planning and program development.

Definitions By Major Museum Professional Organizations
Major museum professional organizations from around the world offer some definitions as to what a museum is and their purpose. Common themes in all the definitions are public good and care, preservation, and interpretation of collections.
The International Council of Museums‘ current definition of a museum : “A museum is a non-profit, permanent institution in the service of society and its development, open to the public, which acquires, conserves, researches, communicates and exhibits the tangible and intangible heritage of humanity and its environment for the purposes of education, study, and enjoyment.”
A proposed change to this definition, which would have museums actively engage with political and social issues, was postponed in 2020 after substantial opposition from ICOM members.
The Canadian Museums Association‘s definition: “A museum is a non-profit, permanent establishment, that does not exist primarily for the purpose of conducting temporary exhibitions and that is open to the public during regular hours and administered in the public interest for the purpose of conserving, preserving, studying, interpreting, assembling and exhibiting to the public for the instruction and enjoyment of the public, objects and specimens or educational and cultural value including artistic, scientific, historical and technological material.”
Institute Of Museum And Library Services Provides Grant
The Institute of Museum and Library Services recently awarded the Boston Public Library Fund $50,000 to enhance and expand English as a Second Language programs across the BPL system. With one of the few 100-percent-cost-free ESL learning programs in the city, the Boston Public Library provides an essential community resource for a growing and diverse population.
The grant will help fund the hiring of a literacy instructor and a volunteer coordinator, increase the number of branches that offer ESL coursework, and much more over a three-year period.
IMLS distributed the funding as part of its American Rescue Plan Grants program, which addresses community needs created or exacerbated by the COVID-19 pandemic. In March 2020, the Library was able to move its ESL programming online to accommodate socially distanced learning. Program attendance almost doubled in the period immediately following the change, demonstrating the immense demand for ESL programming across the Boston community.
Boston Public Library Fund Executive Director Paula Sakey says shes grateful to IMLS for its generous support: Whether online or in one of our 26 branches, we want our patrons to feel supported in their pursuit to learn English. This generous grant from IMLS will enable the BPL staff to meet our patrons request for more English-language classes, small-group tutoring sessions, and volunteer-led conversation groups.

Policy Research Data Collection Analysis And Modeling Evaluation And Dissemination
The Director shall regularly support and conduct, as appropriate, policy research, data collection, analysis and modeling, evaluation, and dissemination of information to extend and improve the Nation’s museum, library, and information services.
The objectives of the policy research, data collection, analysis and modeling, evaluation, and dissemination of information carried out under this section include the following:
To enhance and expand the capacity of museums, libraries, and information services to anticipate, respond to, and meet the evolving needs of communities and the public, including by identifying trends and developments that may impact the need for and delivery of services.
To provide information and data on the role, value, and impact of museum, library, and information resources, including the identification of trends and potential gaps in the availability and use of museum and library services by their communities and the public.
To measure the effectiveness of museums, libraries, and information services throughout the United States, including the impact of Federal programs authorized under this chapter.
To identify indicators and outcomes that can be used to create enhancements to the efficiency and efficacy of museum, library, and information services.
To facilitate planning for, and building of, institutional capacity in order to improve
international communications and cooperative networks.

The Institute of Museum and Library Services is an independent agency of the United States federal government established in 1996. It is the main source of federal support for libraries and museums within the United States, having the mission to “create strong libraries and museums that connect people with information and ideas.” In fiscal year 2015, IMLS had a budget of $228 million.
In addition to its other responsibilities, the IMLS annually awards the National Medal for Museum and Library Service, given for community service by libraries and museums.

Ischool Faculty Receive Prestigious Institute For Museum And Library Services Grants
The iSchool is excited to announce it recently earned three grants from the Institute of Museum and Library Services, which will fund Library and Information Science projects. Two of these grants are Early Career Research Development grants, which are very prestigious. IMLS only awards a handful of these grants, and it is rare for an institution to receive two in the same grant cycle. This is a record in the history of the LIS community, notes Dr. Qin, director of the LIS program.
One project called Interconnected will investigate how public libraries can help communities build resilience throughout disasters. When a disaster, such as COVID-19, strikes a community, people look to libraries to provide information to help them bounce back. This project, led by Assistant Professor Dr. Beth Patin, will observe the historical role of libraries during disasters. Itll also look at how libraries can build capacity during a disaster, what is needed to create a disaster management plan, and best practices for sectors to collaborate to build community resilience.

From the amounts provided under section 9176 of this title , the Director may enter into arrangements, including grants, contracts, cooperative agreements, and other forms of assistance, with museums, museum consortia and associations, institutions of higher education of this title ), and other entities that the Director determines appropriate, for projects that further the purpose of this section, such as projects that

Services For Native Americans
From amounts reserved under section 9131 of this title for any fiscal year the Director shall award grants to Indian tribes and to organizations that primarily serve and represent Native Hawaiians to enable such tribes and organizations to carry out the activities described in section 9141 of this title .

Libraries Dept Awarded Over $2m In Arpa Funds By The Institute Of Museum And Library Services
Vermont Business Magazine The Vermont Department of Libraries was awarded $2,135,819 in American Rescue Plan Act funding by the Institute of Museum and Library Services to help Vermont communities respond directly and immediately to the pandemic and related economic and community needs.
IMLS continues to prioritize digital inclusion and emergency pandemic response, much as it did when it issued CARES Act 2020 funding. The Vermont Department of Libraries received nearly $60,000 in CARES funding that it used to expand statewide access to resources and for bulk Personal Protective Equipment purchases that were distributed to Vermont public and academic libraries.
This round of IMLS funding gives the countrys libraries an opportunity to improve technology access and connectivity to support the education, health, and workforce development needs in their communities. The funding is also meant to help libraries update spaces and equipment for safe operations and expand programming possibilities, with the overall goal of improving and increasing services.
With an initial grant period opening in early July, the Department of Libraries is leading the way to get federal funds out to Vermont public libraries as quickly as possible.
The Department will make nearly $1 million of this ARPA funding available to all 185 public libraries in Vermont as ARPA Grants to Public Libraries for Equipment and Supply Purchases.

New Chief Information Officer Joins IMLS StaffScott Carey to Bring FBI Leadership Experience to Office of the Chief Information Officer
Washington, DCThe Institute of Museum and Library Services has appointed Scott Carey as the agency’s new Chief Information Officer, effective September 16. Carey comes to IMLS from a leading role in the Federal Bureau of Investigations technology and strategy group within the office of the Chief Information Officer.
Scott brings a fresh perspective to the direction of our information technology work, as well as the research and data products that museums, libraries, and their communities depend on, said IMLS Director Dr. Kathryn K. Matthew. His decades of federal leadership will enable us to support and enhance our federal investments in information services as part of our strategic plan.
Carey will lead IMLSs Office of the Chief Information Officer , an essential component in supporting and advancing IMLS’s efforts to create stronger libraries and museums that connect people to information and ideas. OCIO houses the agencys information technology functions, as well as its policy research, evaluations, surveys, and data work.
Careys oversight will include key initiatives such as Grants to States evaluations, the Public Libraries Survey, the State Library Agency Survey, the Public Needs for Library and Museum Services Survey, and the Library Search & Compare tool.
