City Planning And Development
The city consulted with urban planners as far back as 1904, resulting in the development of and the greenway, which interconnects many of the city’s parks. Portland is often cited as an example of a city with strong controls. This is largely the result of statewide land conservation policies adopted in 1973 under Governor , in particular the requirement for an for every city and metropolitan area. The opposite extreme, a city with few or no controls, is typically illustrated by .
Portland’s urban growth boundary, adopted in 1979, separates urban areas from traditional farm land . The unique competition, developed and led by Dovetail Design Strategists, attracted submissions from 104 teams representing 20 countries, including Australia, Belgium, China, Denmark, Finland, Japan, Mexico, Spain, South Korea, United Arab Emirates, the United Kingdom, and more. In total, more than 250 firms participated as part of the 104 submitting teams, with 30% of all lead architecture firms founded or owned by people of color, and 16% of lead architecture firms founded or owned by women. DEAI values were a hallmark for the vast majority of teams, championing LGBTQIA2S+, racial, and gender diversity within their Senior Leadership.

Portland Museum Of Art Narrows Search For Expansion Architect To 4 International Finalists
The museum has raised $30 million so far toward a $100 million campaign that would include construction of a new six- or seven-story building on its downtown campus, more than doubling its current space.

The Portland Museum of Art has selected four architecture and design teams representing professionals from across the world as finalists for overseeing its planned expansion and campus unification.
Chosen from more than 100 submissions were teams led by: Adjaye Associates, based in Ghana with offices in London and New York Lever Architecture of Portland, Oregon MVRDV, a Netherlands firm and a team of Toshiko Mori of New York, Preston Scott Cohen of Cambridge, Massachusetts, and Johnston Marklee & Associates of Los Angeles.

I think the surprise was how many major firms across the world were interested in our project, museum Director Mark Bessire said. Were trying to do something different with museum structure, but this is definitely an affirmation of what we hoped would happen.
Museum officials and board members have envisioned an addition that not only would more than double the amount of space but stand out architecturally in the Portland skyline for decades to come.

The four selected architect-led design teams were chosen by the museum for their creative and sensitive approach, their distinctive vision, and embodiment of the PMAs values of courage, equity, service, sustainability, and trust. Finalists stood out for their collective experience with innovative campus, civic, and cultural projects, and for their deep consideration of the unique qualities of Portland, Maine, and surrounding communities. Throughout the shortlisted teams submissions, an understanding of the city and regions history, rapid recent growth, and shifting demographics was evident.
It was vital to us as members of the Selection Committee to ensure our unique character as a region was considered in the submissions, shares PMA Board member Kyo Bannai. Portland and Maine are international destinations and proudly welcome visitors from around the world, yet this is due to a recognizable, evolving, and renowned cultural landscape that must be elevated and sustained through this new landmark building and competition.
Ultimately, the Stage II finalists stood out to the museum for their nuanced and emphatic understanding of the PMAs goals around change, equity, and belonging.
Color Line: Black Excellence On The World Stage

In an exhibit at the 1900 Paris Exposition, W.E.B. Du Bois presented a remarkable portrait of African American life. A selection of these photographs and data charts at the Museum invites visitors to critically engage with the visual dynamics of race.
At the International Exposition of 1900 in Paris, American sociologist, historian, and civil rights activist W.E.B. Du Bois put together The American Negro Exhibit, a remarkable collection of more than 300 photographs of African-American men and women, homes, churches, businesses, and universities. These photographs were paired with a series of charts and graphs designed by Du Bois to visualize data about the descendants of former slaves in the United States. The exhibit directly challenged racist stereotypes and notions of racial segregation that were pervasive at the time. As part of this exhibit in Paris, Du Bois presented his prophetic and poetic statement, The problem of the twentieth century is the problem of the color linea problem of the human condition that remains unresolved to this day.

Portland Art Museum Campus And History
First organized in 1892, the museums first exhibition was a set of magnificent plaster casts of Greek and Roman sculpture, now displayed in the upper hall of the citys library. In 1932, the museum moved into the primary building, designed by Pietro Belluschi: a gracious contemporary update of the Georgian style, sleek-lined and advanced in its ideas. The museums renovation of the Masonic temple to its immediate north added more exhibition and office space to the campus in 2005.
Belluschis original design was ahead of its time. It was airy and admitted natural light into the museums galleries, especially the court beyond the entryway, and the visitor today experiences that grand space as a sort of surprise, given the museums relative scale. More wings were added, first to house the Pacific Northwest College of Art then known as the Museum Art School and ultimately separated into its own institution) and then a warren of smaller galleries. The old Masonic temple has become the Jubitz Center of Modern and Contemporary Art, though its old, ornate meeting rooms have been retained.
Northwest art is a primary attraction, cataloging the developments in Western art traditions in Oregon and Washington since the 19th century.

Otis Quaicoe: Kin Deep
Since Otis Quaicoes move from Accra, Ghana, to Portland in 2017, his figural paintings have adjusted and shifted in congruence with a heightened cultural awareness of his relocated body. As he looked at Blackness and race in American society from the perspective of an African immigrant, Quaicoe became more interested in depicting the nuances of skin tone that emerge in velvety grayscale.
In common with artists like Robert Pruitt and Amy Sherald, Quaicoes models are real people with whom he finds connections. This small body of work reflects Quaicoes interest in these individuals through portraits, studying not only the skin but the colors and expressions of identity through clothing. Quaicoes paintings offer rich, impasto textures in backgrounds and skies that reflect the stucco walls of traditional Ghanaian homes.
Man in Red Beret and Invisible both reflect the ease of the subjects and the playful fashion expressions while the different contours of the skin provide a sculptural presence. In the untitled drawings of the two women, expression and individuality are illustrated through their dramatic hairstyles. For Quaicoe, Ouncie Mitchell is the artists representation of a real and imagined Black cowboy, set against the vast blue where the crown of the cowboy hat nearly fades into the bright sky.
